What is the Automatic Advancement Scheme (AAS)?
The Automatic Advancement Scheme gives government employees — including teachers — a higher pay scale after long service in the same post, in cases where a real promotion isn't available or hasn't come through yet. It doesn't change the employee's post or duties; it only revises pay.
AAS was first introduced under G.O.Ms.No.117, Finance (Plg.) Department, dated 25.05.1981, with effect from 01.04.1981, and extended to teachers (following post re-grouping) from 01.12.1982. Each Pay Revision Commission has since issued its own updated AAS orders. The current scheme took effect on 01.01.2022 under G.O.Ms.No.1, Finance Department, dated 17.01.2022.
The Five AAS Scales

"Special Promotion" vs "Special Adhoc Promotion" — what's the difference?
SPP scales apply when the employee genuinely qualifies for the next real promotion post in their cadre — has the required qualification and meets that post's service rules. The AAS scale then mirrors that promotion post's actual pay scale.
SAPP (adhoc) scales apply when there simply is no further promotion channel for that post at all — no extra eligibility is needed, and the next pay stage is granted automatically.
Once an employee is actually promoted to a higher post, AAS doesn't apply again in that new post — it only covers long service within one post. If an employee crosses 24 years without SPP-IIA eligibility, they're granted the 18-year SPP-IB scale instead (if not already given).
Eligibility & Departmental Tests
For the 12-year SPP-IA scale (and beyond), the employee needs the qualification required for the next promotion post. Indicative qualification requirements by post:

Departmental Tests
Government / Panchayat Raj / Municipal teachers must pass the EO & GO Departmental Tests, plus the Telugu Special Language Test (or Hindi/Urdu, where applicable) — unless Telugu (or Hindi/Urdu) was already cleared as a subject at Intermediate/Degree level (or 10th class and above, for Hindi/Urdu). Aided teachers must pass the HM Account Test instead.
Some Common Exemptions
Secondary Grade Teachers in Aided schools, in a district/management with no School Assistant or High School Headmaster post, need no extra eligibility for any of the five scales. Where a School Assistant post exists but no Headmaster post, employees who already hold the 12/18-year (SPP-IA/IB) scales can still get the 24-year (SAPP-II) scale without further eligibility — and the same exemption applies to School Assistants in Municipal and Aided schools generally.
Frequently Asked Questions
Does AAS replace a real promotion?
No. AAS only revises pay — the post, designation, and duties stay exactly the same. An actual promotion, if and when it comes, happens separately through the normal promotion channel.
Do I lose AAS benefits once I'm promoted?
AAS scales don't apply again after an actual promotion to a higher post — the scheme is specific to long service within one post.
I've crossed 24 years but wasn't eligible for SPP-IIA. What happens?
You'd be granted the 18-year SPP-IB scale instead, if you haven't received it already.
Which date do I use for "AGI / Increment Month" in the form?
Your Annual Grade/increment month — the calendar month your normal yearly increment falls in, independent of any AAS award.
